WordPress website development using Gutenberg blocks

Help launch a new WordPress website revision using Gutenberg blocks as a page builder.
We want to launch a new website theme on an existing website by the end of September 2021. We have a fairly mature base theme. The base theme will use WordPress Gutenberg blocks for page layout, so we need to ensure that we can use Gutenberg widgets to achieve the layout from the Figma mockups using primarily Gutenberg widgets.
The project may require some CSS (via Sass), PHP, and HTML development. We are currently using Bulma as a CSS framework but have a long-term goal of migrating to Bootstrap (having a more mature codebase and diverse contributor community.)
We are trying to avoid using any WordPress plugins and minimize the amount of custom code that needs to be maintained. Work should primarily leverage the Gutenberg editor to create page layouts according to a design mockup. We will determine to what extent native Gutenberg blocks can support the project and decide on the need for any custom Gutenberg blocks.
