WordPress google cloud vision OCR

I have a woocommerce website. I need to add an OCR page where visitors can upload Scanned pdf file with multiple pages with Mostly Arabic, some English text and some images then using google cloud vision API they can do OCR on them for a fee and turn the scanned pdf's to digital docs or Epub formatted files .
languages supported:
Arabic & English.
The plugin need to be capable of charging visitors only and not the admin.
1st 5 pages are free and after that it will charge them based on how many pages are getting OCR.
The OCR Page will need to show how many pages a visitor has as credit and an option to purchase more credit using woocommerce cart, checkout for a price that could be changed at a later time.
