WordPress Paypal IPN Issue

I need assistance with a Citybook theme on Wordpress - I cannot 'submit a listing', It seems to be a Paypal IPN issue that is not responding to the website. I just need assistance with getting the button to work and changing the user from pending to complete once payment is received from Paypal. Very urgent.
