Woocommerce Payment plugin for card payment -- 2

We seek development of a wordpress WooCommerce plugin to enable card processing
The project has to contain an admin/client portal with the following functions.
Ability for admin to create user's/accounts to use the plugin
Admin dashboard showing transaction statistics
Admin panel with various roles and permission
Support withdrawal function/option

Client portal with below function
Ability for clients to login
Ability for clients to view transaction and balance
Ability for clients to perform withdrawal
The WooCommerce gateway should enable iframe options to enter card details further instructions will be provided including the api documents
