Woocomerce send order email base on cities dropdown menu

Hello,

I'm using Woocomerce and actually I receive order notifications only to one email. I would like to receive emails depending on customer cities.
Example: For customer A from city 1: order notification will go to city1 @ company . com
For customer B from city 2: order notification will go to city2 @ company . com.

I need a WordPress woocomerce dev to add:

- Drop dropdown list of cities on checkout page
- to add a function to route emails depending of dropdown list.
