Woocomerce Store Location Based Features

Im building a woocomerce store that needs extra functionality when it comes to purchasing products, the main functionality that is needed is a geofencing function, what I mean by this is that users can only complete their purchase if their delivery address is within a 5KM radius of my store, if they are outside of that radius they are just prompted to fill in their details and notified that they cant complete their purchase.
I need the following functionality built:
1. Shoppers must only be allowed to complete their purchases if they have an account created on the store, this promoted as soon as a customer trys to add a product to the cart, if they are not logged in or registered they are prompted to register.
2. When the shopper is registering on the website the geofencing functionality has to come into play, if their delivery address is not within the 5KMS radius they are then notified that they are not in the radius but their details are still captured but their account cant be completed. If they are in the 5KM radius their account is successfully made and now they can complete their purchase.
This account registration feature and geofencing need to be able to work on a pop up aswell that appears as soon as you load the website.
