WooCommerce and PayPal Digital Download Problem

I am looking for someone who can help me fix this problem. After a customer makes a purchase for a digital product on my WooCommerce store, the payment is completed, but the product purchase stays in pending in my WooCommerce, and no email with a product download link is sent to customer. And no email is sent to me showing the purchase information. It sounds like PayPal is not communicating back to my site and even after the order is paid for, the status is not changing on my site and the customer is not receiving the order confirmation email with the download link. I have the new PayPal plug in. My budget is $40.
