WP WooCommerce Minor Customizations

I am looking for assistance in building some dynamic pages in WooCommerce. The products on this website are sold and sorted by US State, so here is what we're looking to create:
When someone clicks the product from the nav menu or a link on the home page, we are hoping to have the page load the appropriate page by geolocating to load their state-specific page. We can create custom pages for each state, or a dynamically generated page with the appropriate content. We're thinking 50 separate pages for each state so the URL structure will change for SEO for purposes.
Each state would use a query to dynamically list the products by tag. (This feature is already done using Elementor) On that page, we'd like to create a dropdown menu that would allow them to select a different state should they be using a VPN or if the geolocation doesn't function properly.
We think creating a custom menu in WordPress for each state would accomplish this, but we're having a hard time getting the correct style on the drop-down menu.
