Website build with simple control system

I am an education consultant. I need a Wordpress or webflow online system developing. I have created a document with how I would like the website to look. I have some examples of partners sites that i can share and some templates that I have looked at. It’s a simple website with around 20 pages that needs to be easily customizable by myself. I would like an apply now button that allows clients to fill in simple details that I require plus upload the necessary documents. The client then needs to be able to login and monitor the status of their application. 2 back end users will have admin control to verify, review and update the status for the clients. Primarily the website needs to be an information portal as a gateway to international education. I am small business and therefore looking to build a working relationship with a developer. I have the logos for the project but everything else would need to be provided. I have 2 other projects that I also wish to make a start on this summer so it’s of importance that I get off to a good start.
