Voice Recording Page with Tutorial Video

I require a freelancer with skills in WordPress, RecordRTC usage, and video editing. The goal is to create a WordPress page which includes the following:
- A voice recording feature using RecordRTC capable of audio and transcript recording
- A YouTube instruction video using recorded screen activity to guide users on how to use the page and the recording feature
- A very brief instruction text beneath the video
- A contact form for user inquiries
Experience in similar projects and proficiency in English language are a plus.
