Vertical scroll and horizontal scroll plugin WP

I need to develop a WordPress plugin that is fully compatible with the Salient theme and replicates this functionality:

Specifically, when the user scrolls vertically and reaches the row with the ID #myhorizontal, the scroll should switch to horizontal until the horizontal section ends, after which it should return to vertical scrolling.
It's absolutely essential that the plugin works perfectly with the Salient theme. My current developer has not been able to make it work properly, as they mentioned there are issues detecting the X and Y scroll positions due to conflicts with the theme.
If the plugin does not work flawlessly within Salient, the project will be considered incomplete and therefore not approved or paid.
