Telegram bot (for wordpress user registartion)

Need a telegram bot which will ask a few questions and depending from answer will register a user on a wordpress site (database access linux agent possibly will be needed)
Also bot will require a geolocation feature (checking by IP?)
Budget is about 100 usd.
