Sync users between 2 Wordpress websites

I need a custom plugin to sync users between 2 wordpress websites :
Plugin must be compatible with membership plugins, such as Woocommerce memberships, meaning that user created with Woocommerce memberships on site A must be able to log in site B with the same credentials. User must be synced with all its roles.
