Smarty PHP Developer Needed to add LMS to Social Networking Site

I'm looking for a developer to create a learning management system similar to this plugin for Wordpress. Examples of what I'm looking for can be found here: https://wordpress.org/plugins/tutor/
However, this script will be for my social networking website that uses the Sngine script. (Please note that I'm not using Wordpress and my social networking script has a completely different arrangement.)
Must have several years experience in working with PHP and creating scripts.
