Skeleton Website in Wordpress using Elementor

I am looking for a freelancer to create a skeleton website in Wordpress using Elementor. The main purpose of the website is to list candidate profiles for an employer to search through.

Very Important:
I do not need a full website. I need a website that has the following features.
I want to them be able to edit the website myself once you have finished.

Features:
- Separate register and sign-in for 1) Candidates and 2) Employers
- Candidate Profile
- Employer Profile
- Employers must be able to search through candidates and filter based on tags (e.g. qualification, location, etc.)
- Employers must be able to request an interview with each candidate
- Employer Dashboard showing favourite candidates, interviews in progress, interviews completed
- Candidate Dashboard showing historical and current interviews
- All information must be stored in a database that can be accessed from the backend.

Content:
- I will put in the content myself.

Design:
- I am not worried about design. Just something basic. I am only interested in the correct features.
