Site Speed / PageSpeed Improvements

We are looking for a Wordpress engineer to implement several improvements that will improve site speed and page load times.
We need to implement a solution to server images in next-gen formats, eliminate render-blocking resources, as well as reduce unused JS and CSS. We would also like to clean-up a few template items, such as ensuring text remains visible during webfont load, reducing FCP time, and a few other small items.
Ideally we are looking for someone who has done this before with Wordpress websites, and is familiar with GeneratePress and the Breeze caching plugin.
