Setup a fast and secure web hosting server to sell hosting packages

I mostly use google cloud or a bluehost cpanel VPS, but the google cloud is preferred if we setup a single server that could host multiple wordpress sites with a management panel easier than cpanel. I usually just use ubuntu linux or centos or something like that. I would like to be able to sell my own webhosting packages through a wordpress site that could take a purchase through stripe and woocommerce, and automatically communicate to a management panel like cpanel or a free alternative to allow user access or block it, create the user accounts, etc. I don't know if wordpress can become a web hosting seller itself and allow people to manage code and websites through wordpress itself.
