Setup buy one get one half off in woocommerce

I need 2 things done that should be fairly simple and fast to do. I need to add free shipping if x amount of dollars is added to cart. I also need an automatic coupon that will apply to cart for if you buy one, you get the 2nd one half. Set for The cheaper item will be half priced. All of this in woocommerce.
