Search and filter wordpress site

Looking to build a simple affordable page where you land on and there are search, category, and location options to search and when you are shown options after filtering, then you click on the option, and it opens up a webpage. In addition, I would like to be the one adding options manually. I don't need anyone to signup for anything looking for something simple and affordable.
