SVG animation while scrolling

A full working example will be provided. I have seen it on a website already. Please ask me for this sample link. I want to duplicate it in my horizontal elementor wordpress site.

Arrowhead and circular text change their direction when you scroll left or right. It also changes color when the background changes.
