Restore backup Wordpress site using .tar file (no cPanel available)

I have a .tar file of a backed up Wordpress website. I switched servers and no longer have a cPanel so I am unsure how to correctly load this backup file and restore the database correctly. It is also under a new domain.

So you must know how to restore a backup using a .tar archive file on a different server and different domain than the backup was created.
