RFPs, EOIs & Tenders Business Website

I'm seeking an experienced Wordpress Developer fully capable of creating a simple but elegant website. My aim is a website tht invites businesses to explore a sample of free business opportunities in the form of open Requests for Proposals (RFPs), Expressions of Interest (EOIs), and Tenders.
The ideal professional should be able to:
- Develop a user-friendly interface that presents each opportunity very clearly and attractively.
- Implement search and filtering system, allowing users to navigate among the free RFPs, EOIs, and Tenders with ease.
- There should be a notification somewhere on the website that shows that there are new and relevant opportunities and that would attract potential clients to fill out a request back form
NB: There would be no payment gateway on the website
An additional service on the website would be to help potential clients write their proposals etc
I need the website to be very simple and elegant
