Problem with PayPal API/Webhook in woocommerce

The problem is that the PayPal API/Webhook in woocommerce cannot stay in contact with the web site, thus preventing the completion of the payment via PayPal. Sometimes the connection is successful, but trying again after some time, it does not work. I tried the old and new PayPal plugin for WooCommerce, but both have the same problem
