Problem with Cache - WordPress Membership website

Hi,
We have speed issues with our WordPress website.
We are facing mainly these four problems:
1) Design changes are not reflected instantly on the front end of the website.
2) For logged-in members each initial request takes more than 12+ seconds to load each page request (Wp-Rocket Logged in cache enabled)
3) For guest users, the website loads fast sometimes and sometimes doesn't.
4) Admin backend loads more than 15+ sec of each page load
Due to the nature of the membership website with a lot of content, we are not able to give good speed to our website visitors.
Looking for an expert developer who knows about WordPress efficient caching and who dealt with slow websites making them ultra-fast.
Detailed documentation about our problem statement, server information, new relic information is attached.
