PSD to Wordpress

I have a few PSD layered files that I want to turn into wordpress with elementor.
The theme has to have an option to:
1- Import demo
2- Mobile friendly
3- Ability to show messages to people's dashboard
4- Ability to change theme images, colors, logos (for mobile and desktop)
5- Ability to add or remove blocks that have a look and feel similar to the already existing blocks.
