PSD to WordPress. I have Desktop and Mobile PSDs with one Internal Page

Hello,
I have PSDs that I want sliced into a WordPress theme.

The last few developers I've worked with have not communicated well. It was frustrating. I need to know what you are doing. I'm a developer and I understand how WP themes are structured.

I don't have time for this project.

This project requires communication and milestones. We should chat before the project.

I have Desktop and Mobile PSDs with one internal page for each.

The current site is live.

I prefer this be a NEW WordPress installation with a custom theme.

I use Elementor with another site. I have other WordPress sites.

I prefer to use Elementor or another builder. I'll listen to your advice.
