Optimize Wordpress Woocommerce for Speed

I am posting this job in order to find a Web design who is interested in making my website speed up.
I have very low experience in webdesign and optimization but after performing some tests I came to this conclusion:
The website loads too much unused javascript and css making the whole website run slow or be processed very slow by older generation phones.

How will I choose a candidate ? IMPORTANT !!!
1. STUDY OUR WEBSITE AND SPEED REPORT
After studying the speed report or performing your own tests you need to explain what optimizations you consider important to perform.
2. MAKE A PLAN
Make a list with the optimizations that you plan to make and send a message to us when placing your bid.
3. I WILL CHOOSE THE WINNER
I will choose the bid with the best plan per value of the bid.
4. THE WINNER WILL RECEIVE THE ACCESS
The winner will receive complete access to ftp, database, cpanel and anything required or we can make an export of the wordpress website and send it over WeTransfer. You choose how you work.
5. WE CAN CREATE MILESTONES
You can split your work in milestones and get paid after completing each section: ex: JS optimization, CSS optimisation, etc
