Optimise Wordpress Website : Google Pagespeed & Google Search Console

Hi, I am looking ahead for a potential wordpress expert to get one of my website optimized.
Here is task list:
- Optimize/Update/Edit/Replace/Add/Delete the Wordpress core files such as plugins and current theme or the images to achieve Google Pagespeed's rating above 96% to 100% for both mobile and desktop screens. It is hampering my user's experience and also dropping the ads revenue too.
- I want all parameters listed in Google Pagespeed for ex: FCP, FID, LCP, CLS and etc to be green and much faster.
- Fix Errors on Google Search Console such as "CORE WEB VITALS", BREADCRUMBS etc.
- I am using Newspaper theme (old version) and latest updated theme has been uploaded in the themes Wordpress folder. I will let you know what type of new homepage is required. Current one will be changed with any one default ones provided by Newspaper theme.
- Any edits to be done on the server end has to be carried out by you. I will only provide the access if required.
The ultimate goal is to make the website very much complaint and super fast!
Note: While these are carried out, the live website shouldn't be in maintenance mode for more than 3 hours. No permalinks should change for existing contents.
