New design / theme for Wordpress website (we supply .psd / .pdf design mockup files)

Wordpress Website - Redesign
#1 We are science education nonprofit, looking for someone to implement a redesign of our wordpress website chemistrytalk.org
#2 - We will supply you with precise mockups of the new design, for most of the new pages, which were created using Figma. We expect a pixel-perfect theme matching the design.
#3 - You will work in a development environment that you will have ftp access to
#4 - You will let us know what theme you plan on using (our existing theme is WoodMart)
#5 - We will mutually agree on a final budget, a timeframe, and the amount of downtime when putting the new theme live. The timeframe must be strictly kept, and the budget should have room for a small amount of additional work that may need to be done, that is not evident in the new design, along with creating a great looking mobile version.
#6 - You will begin with a copy of our website & database. Before we go live, you must reapply the new theme & code changes to the updated website, as we will be actively updating articles during the development period. However, we are ok having a 48 hour no-change period once the final product is approved, and the time we go live with it.
#7 - The new design will have to have google speed test results of as good or better as our current results, for both mobile and desktop.

Landing Page
1. Image carousel should have autoplay and manual by clicking on either the arrows or the circles
2. New [lessons, elements, experiments, resources] categories should be auto populating with new articles that are in the matching category
Category Pages
1. Page should be auto populating with new articles that are in the matching category, ideally implementing lazy loading and having options to sort in different ways. These sorts can be based on hardcoded data in the articles. For similarity, I will likely make a graph where each node represents a specific article and each edge represents the similarity between two articles, but this isn't a high priority.
Category Posts
1. Equations should be done in LaTeX, which we should already have a plugin for.
2. The exercise problems should have a dropdown menu (closed by default) that should display/hide the answer.
3. The "See Collaborators" at the bottom of the article should be another dropdown menu that displays who has contributed to the article. This can be hard coded into a wordpress block or it can be automated.
4. The buttons at the bottom left and right are going to be based on a doubly linked list based on how we're going to start organizing articles.
