Need custom wordpress video/tv timeslot plugin with Video player (read full description/see attachments)

i have included visual attachments/blueprint via photoshop so most questions are answered.

1) i want to make videos on my website appear as if they are streaming live.

2) i need someone to create a custom plugin called broadcast

3) this plugin need to be capable of adding videos from my custom video post type to a weekly 24 hour timeslot grid you will create ( see attachments)

4) this grid when i add video, needs to fit the video in timeslot based on time so that next video comes right behind it

5) code feature that if next day is empty one hour before midnight, automatically copy previous day to next day..

6) create video player that pulls data from time slot you created..

7) the video player should not have fast forward nor rewind, it should always play video based on timeslot and current timezone time
---meaning all users should always see same content no matter when they come to page

timeslot/ video will pull video data, and the user data that posted the video
timeslot must pull video time, featured image, size, views
