Need an animated background that is responsive

Hi there,

I need a background for a wordpress website with elementor. It should be like here: https://cutt.ly/MAjcHcq

1) the first color should be Hex 001034 (this color should show for 3-4 seconds before animation starts)
2) second color Hex FF2600
3) Please tell me which software you would use. I prefer Adobe software, so that I can make changes later.
