Modify a wordpress plugin and fix a PDF template

we have a wordpress plugin developed specifically to handle quotations. The plugin works but the PDF design is horrible.
We need someone to either upgrade the design of the current pdf generator or replace the entire pdf generator with one that allows the design to be the one we need or similar.
We will provide a pdf with the layout we need.
Please stick to our budget since we will not consider any quote over the budget we have.
Ideally we prefer a candidate that speaks Spanish.
