Help to define the development and maintenance process for a WordPress forum site.

I am looking for a freelancer who can help me define the development and maintenance process for my WordPress forum site. The current status of the site is in progress, but it has not yet been launched.
We have created the staging site for parallel development while the live site is running. When we developing on staging site and making changes, the live site is keep accepting user content. The biggest challenge is that, how to deploy the changes from staging site without overwriting new user content on the live site.
If you are an experienced WordPress expert and has the experience for developing and maintaining a WordPress site with large amount of user content, please help us on the best practices on the WordPress development process.
