HTML of a static landing page under wordpress elementor

We need to create the HTML code for a static landing page. The landing page is already designed if jpg format. This has to be included in our wordpress that is using ELEMENTOR. It has to be compatible with PC and Mobile screens with Adaptive Design. We are looking for candidates with experience who can deliver quickly and with outstanding quality code.
