Fix WooCommerce Email Language Issue

I'm experiencing an issue with my WordPress and WooCommerce site after removing WPML and the English version of the site. The site is incorrectly sending client emails to Estonian clients in English. However, admin emails are being sent correctly in Estonian, and order status changes in WooCommerce also send emails correctly in Estonian.
