Fix Slow WP-Admin & Improve/Optimize Page Speed

I have a website that employs Cloudflare on it yet the wp-admin has begun working very slowly lately. I'm looking for a freelancer who can solve this problem as well as optimize and improve my page speed for this particular website without sacrificing functionality or losing the advertising which I know may slow things down a little.
Perhaps I am using a bad cache program; either way, the right freelancer will be able to fix what is going wrong.
Good communication skills are very important here - and current gmetrix page speeds are very bad, so hopefully that can also improve as part of the job.
It would be extra great if you knew how to configure things so those who attempt DDOS can be automatically blocked from accessing the domain.
