Figma to Wordpress - Pixel Perfect

I am looking for an expert WordPress developer to convert 30 Figma screens into a fully functioning, high-performance WordPress website.
Core Requirements:
Responsive Web Design: The site must be 100% responsive, pixel-perfect, and mobile-friendly across all devices (Desktop, Tablet, Mobile).
Page Builder: Must be built entirely using Elementor. Every section, text block, and image must remain fully editable by me post-delivery. No hardcoded HTML/CSS where Elementor widgets should be used.
Theme: Must use a fast, free WordPress theme (e.g., Hello Elementor or Astra Free). No premium themes or cracked/nulled plugins allowed.
Speed Optimization: The site needs to be super fast loading right out of the box. Clean design practices are expected.
Performance Deliverables:
You must optimize the site to meet these exact GTMetrix benchmarks upon completion:
Desktop: A+ Grade
Mobile: B+ Grade or higher
Budget & Timeline:
