Feature on a wordpress + woocommerce + WCFM site

Hello, we are using WCFM for our productive site, we want vendors to be able to configure multiple zones within the same city and between multiple postal codes, for example, a vendor may want this flexibility:

Zone 1 (default) :
- Argentina -> CABA:
- Flat Rate: $300

Zone 2:
- Argentina -> CABA -> postal codes [1426,1431]:
- Flat Rate: $300

Zone 3:
- Argentina -> CABA -> postal codes [1428,1429]:
- Flat Rate: $400

and lockal pikcup ( this should not be zone depending)

please note that the feature MUST be included in the vendors dashboard so they can have full flexibility on shipping zones
