FIND OUT A WAY TO HAVE A GREAT USER EXP FROM A SCROLL DOWN MENU ITEM ON WP MOBILE

The first item of my Menu in WP is a list with submenu, (with link to html page or pdf file). The problem is that using on MOBILE, the WP menu is not intuitive to open, many people do not even know it s a menu.
So, I want to display this item list properly on my first page on MOBILE, without needing any click.
You can check the website passeios-tailandia.com, the item list is named PASSEIOS on the menu. (which means TOURS, this is a website for tours), each main items means "TOURS FROM". (Passeios saindo de xxx), so the client must be able to choose the city from which the tour is starting, and see the list of the tours available (submenu).
