Custum woocommerce payment gateway with flutter app

We want a custum woocommerce payment gateway that receive payment confirmation from a flutter app installed on phone.
Where we are, when you register as a merchant with one of the local wallet system, they give you a merchant account id and will send you a text message, on the associated phone number, everytime you receive a payment on it.
We want as a "processor" a mobile application (flutter) that read notification and txt message on a phone. This phone number will be registered With the different wallet system. So every time a payment is received a notification will be sent this phone.
In the configuration menu, we should be able to to associate a logo with a wallet system and message format (one for notification, the second for text message)
In the front end, the client at the checkout will be asked which wallet system they want to pay with, they will choose between A, B, C, D,... They will be then asked to provide the phone number that will make the payment, and then screen tell them to make a payment of "amount" of the order to the merchant code XXXXX and then wait until validation. If in 2 minute, the payment is not received the order is put on status pending.
The app we spoke about will wait to receive a message of confirmation sent via Wallet X, by phone number X (provided by the client), with the amount of the cart. If we receive a wrong amount the payment will be put on "on hold/unkown payments" and need to be processed manually.
