Customized Mobile-Optimized WordPress Spot-the-Ball Plugin

I'm seeking an experienced WordPress developer to create a highly customized, mobile-optimized Spot-the-Ball plugin.
Key Functionalities:
- Users should be able to select coordinates on the picture by clicking on it.
- The plugin must store user coordinates on the backend.
- There should be an option to manually add a gamer/participant.
- The plugin needs to allow users to erase coordinates with a Pen/trashcan etc.
- The frontend should have a line tool and magnifying glass.
- A video explaining how to play should be provided on the frontend.
- The customer must be able to see coordinates by product on the frontend.
- There should be an ability to manually add winning coordinates on the backend.
- The plugin should automatically pull up 5 closest coordinates to the winning coordinates.
- A full CSV file per competition should be downloadable, including ticket number, user details, coordinates.
- The backend should allow editing of 'how to play' instructions and the video content.
