Custom Work On Woocommerce Store

I am currently using wc Product Table Pro plugin to handle Customer Orders. And I have added three extra input fields using Woocommerce Product Addon Plugin and Name your Price Plugin to achieve that. These input fields are Amount (Based on Name Your Price Plugin. The Customer will add amount when placing an order) a Note Field called Special Instructions (Based on Product Addons. Thecustomer will also add this for each product while placing order) and Admin Price (Also based on Product Addons. The Admin will add this price from the back end in the Order Details). Currently the Special Instruction Field and The Name Your Price Field shows up in the Woocommerce Order Details Section in the backend BUT the Admin Price Field does not. The Order Details Subtotal is based on the Name Your Price field which is OK.
My requirements
1. I want the Admin Price Field to Show in the Order Details and to be editable so the Admin can Add admin Price with its own Total Showing at the bottom as shown in the Illustration.

The Admin Price field, the subtotal and balance are not to be part of the Customer Order Mail.
Second Requirement
• We help customers buy products. When they pick the item, they give the amount to buy and then we add the admin price and send the Order to procurement officers who go to buy the items and deliver to the customer. Different Officers are in Charge of Different Product Categories. Now, we want procurement Officers to get notification with ALL Customer Orders for the Category of Products they are in charge of.
So mails with all Customer Orders for Fruits will go to the person buying fruits. Fish to the person in charge of fish etc. And this mail will show Admin Price for those Items in them.

So the Procurement Notice will just be a basic list

Same for Tomatoes, Fruits, Grains etc.

This Mail will be different from the one the Woocommerce Sends when an Order Is placed.
