Custom WordPress Theme with TailwindCSS

I want to create a WordPress template based on the boilerplate Tailpress theme, which uses TailwindCSS. This is the more modern WordPress version which uses blocks, so PHP and React skills would be useful. I have a list of components I would like to use which come from a component UI website, but I need them to have editable settings within the theme. Some will require additional plugins or libraries, such as swiper.js.
