Custom WooCommerce/Wordpress Combo Shipping Plugin

I would like an addon for Woo Commerce that does the following:
Adds a field to each product where i can input the % of our shipping box that item takes AND additional cost for shipping that item IF that item is not the first item in the box.
The space in box should start at 0 and goes up to 100%, this box space should be added to with any open not completed order until the box is full. Once the box is full the customer must pay another full flat rate shipping fee for any additional items and the process starts over.
The space remaining in the box should be displayed both on the cart/check out and also on each woo commerce page (ideally a widget where i can determine where its displayed).
A customer should be able to add additional items to their order until the order is completed/fulfilled even after making an order and paying. If the customer has already paid for an order, and that order is not completed/fulfilled the customer should be able to make additional order (or ideally add to the open order) and they would only be charged the "additional cost for shipping" fee not a full shipping fee.
So, a customer would go to our website one day they buy 3 items and those items take up 10% of the box. They pay the flat shipping fee PLUS the additional cost per item fee for 2 of the items. Until we list that order as completed/fulfilled the can then also go and later order 3 more items that take up another 10% of the bax and that order will be only charge the additional cost per item fee. Now the customer has used 20% of the flat rate box if they then go and buy 3 more items and those items take up 70% of the box there is still room for them in that box and she can just pay the additional item shipping fee and add them. Now that customer wishes to also add another item, but that item is 15% of the box space, there is no further room, to ship that item she would have to repay the flat rate shipping fee and start filling a new box. The original box that is 90% full can no longer be added to IF she completes the order for a new box then all new items go into that box.
