Custom CMS using WP as backbone

Hi there, we are an advertising agency and we have many sites that look alike where we feel the need to create this project.
Basically, we need a custom WordPress CMS (plugins, themes, and admin customized) where we can easily create pages and add elements to this page as we need.
Right now we are using a custom plugin and theme however, it was purchased and not fully customizable for our needs.
What we need is to create pages with a comparison list of casinos like https://topirishcasinos.com/ however, dummy down for our sales rep to be able to edit the casino position, casinos descriptions, and pages.
Also, we create these pages for various countries. So we need an easy “new site” flow where something gets to be set it up easily and then easy methods to change the logo, background, and of course, the casino list.
