Create a wordpress plugin

I need somebody to create a wordpress plugin as per described functions in document attached. The plugin should be created using WordPress specifically and should not integrate with existing APIs. My goal is to have an efficient and professional plugin, that can be reused anywhere and anytime on wordpress.

Plugin name has to be Our Community. Plugin must be made custom and must not be sold or provided to any other persons or projects or must not be sold anywhere on any other platforms.
