Create editable wordpress site with elementor from existing Angular/ React Native site

We have a live website www.rd3.at which is based on Angular / React native.

We are not happy with the delivery of the actual development team here on freelancer and we can't see the advanatges of angular /react native and mongo db seem after two motnhs of developement.
We need someone who uses the existing design, page and menu structure and all content to create a fully responsive wordpress site using elementor pro so that we can manage and edit the site.
The site has to achieve 95 points in google page speed for desktop as well as for mobile.
The site has to work perfectly on all mobile devices.
It needs to be easy to add additional landing pages using elementor pro for us.
