Create a DIVI template (Website)

We are looking for a web developer to create a website template from scratch BUT with a DIVI builder with 8 links, we have the website that is to be used as reference and a mock up in JPG (see attached image). This website will have a QUOTE page (see attached image), where visitors will enter their information and send that information to the website owner. The industry of the website is painting services.
