Convert hardcoded website into Wordpress Today

We have an old site that was originally hardcoded with asp.net, but we don't need the backend-technology any more (https://relm.ie/home):
* Just three pages
* couple of forms for contact
* Needs to replicate the theme as is
* needs to allow easy change in team (make those individual posts)
* GDPR cookie compatible, i.e. has the same little query in the bottom
* remove the login page
