Convert PSD to Fully operational website

we're looking for the following services:
- convert PSD (Already sliced by designer) to Wordpress template and fully functional website.
- we are using Learndash LMS and WooCommerce plugins, so the template must be compatible with that
- mobile/tablet/fully responsive (note: mobile/tablet layout is currently being finalised by our designer and is not included in the attachment)
- compatible with all modern browsers (IE/Edge, Safari, Chrome, Firefox)
- include fast loading multi browser favicon
- include page loading animation
- include lazy loading
- include fast loading local cached fonts
- optimised for fastest loading speed (css, images, etc), our goal would be A or B ranking in GT metrix , website must load <3 sec
- SEO friendly
- secure
- when hovering over course icons, the particular course icon should enlarge and a subtitle should be displayed underneath (to be considered/ further discussed)
- autoplay background video (to be considered / further discussed)

4. programme page (1 programme)
5. course details page (9 courses, ~ similar design template with minor differences)

Login/sign up = customised pop up window

- Domain name, hosting (VPS) already setup
- SSL already installed
- CloudFare CDN already setup
- staging & backups already setup
- Wordpress & basic Astra theme already setup & installed
- Woocommerce payment gateway already installed
- Stripe payment gateway already installed
- Learndash LMS already installed
- Yoast already installed, but no SEO configured yet
- Google Analytics already installed
- Vimeo account/license already arranged

Furthermore some questions:
* which plugins are going to be used?
* which content editor?
* what would be project start/end date?
* confirmation that you will not subcontract the work to others
